📌 Key Directives for Medical Officers & Institutional Heads

  • Immediate Implementation: For all appeal decisions where no specific effective date is indicated, transfer orders must take effect immediately. Where a specific future effective date (such as January 1, 2027) is mentioned, transfers will execute on that designated date.
  • No Individual Hardcopy Letters Issued: The PSC will not issue separate hardcopy letters to individual officers. All published decisions on the official web portal carry full legal validity under Sections 2(c), 2(d), 3, and 4 of the Electronic Transactions Act No. 19 of 2006.
  • Mandatory Release of Officers: Heads of health institutions are strictly instructed to release transferred medical officers on the designated dates without delaying or holding them back for successor arrangements.
  • Penalty for Failure to Report: Transferred officers who are released but fail to report to their newly assigned stations will face a Notice of Abandonment of Post under Section 257(V) of the PSC Procedural Rules.
  • Right to Appeal via AAT: Officers dissatisfied with the decision retain the right to submit an appeal to the Administrative Appeals Tribunal (AAT) under Act No. 04 of 2002. However, pending AAT decisions do not stay the execution of current transfer orders, which must be carried out immediately.
