Applications are open to teachers who satisfy the following service and promotion milestones:
- Teachers serving in registered Pirivenas across the island.
- Teachers holding approved, confirmed appointments in government-approved private schools.
- Teachers holding approved, confirmed appointments in government-assisted special schools.
- Teachers required to pass the Efficiency Bar III qualification before the lapse of four (04) years from the date of promotion to Class 2, Grade I.
- Teachers who have completed four years in Class 2, Grade I and have not yet received Grade I promotions subsequent to June 30, 2025.
All examination questions are formulated based on the official self-study teacher learning modules hosted on the Ministry of Education's "e-thaksalawa" portal:

- Online Admission Cards: Admission cards will only be issued via the online portal. Prior to entering the center, the applicant's signature on the admission card must be authenticated by the Zonal Director of Education or an authorized school head.
- Identification Rules: Candidates must enter the hall without covering their face or ears to enable invigilators to confirm identity and ensure no communication devices are concealed. Present a valid NIC, Passport, or Sri Lankan Driving License.
