How to Read a Sri Lankan Government Vacancy Notice: Open and Limited Basis, Dates, Salary Scales and Rejection Traps

🏛️ Government, university and statutory body vacancies 📋 Examples from real 2026 notices 📅 Check each notice's own wording

Most applications fail on small wording in the notice, not on qualifications: a closing date that means "must arrive", an age counted on a fixed date, a post open only to serving staff, or a certificate that must be under six months old. This guide explains the terms and patterns you will meet in Sri Lankan government vacancy notices, using examples from notices published in 2026, so you can read the next one quickly and carefully.

The Ten Things to Check First

  1. Who may apply: everyone, only serving staff, or only a named service or grade.
  2. The basis: open, limited, external or internal, because each route has different conditions.
  3. The closing date wording: posted by, received by, or within a number of days of the advertisement.
  4. The age rule: the date it is counted on, and who is exempt.
  5. The qualification date: the day by which you must already hold everything.
  6. Required or preferred: what you must have and what only earns preference.
  7. The documents: certified copies, originals at the interview, and certificates that must be recent.
  8. The route: through your Head of Institution, online, or by registered post.
  9. The selection method: test, interview, or both, and how marks are given.
  10. The rejection rules: what makes an application fail without notice.

Terms You Will Meet, With Real Examples

TermWhat it means in practiceExample from a 2026 notice
Open basis and limited basisOpen posts are for outside applicants. Limited posts are reserved for serving staff of the same organisation, usually with a minimum period of service. The Department of Animal Production and Health's Laboratory Aide notice fills half the posts on each basis. Limited applicants need five years' service in a primary grade unskilled post of the Department, must be confirmed, and have no age limit.
External and internal applicantsThe same post can have two sets of qualifications. Internal applicants are usually existing employees with years of service in a stated category. The National Housing Development Authority's ad lists both routes for each post, for example five years' service in a Junior Management post for the Manager posts.
Closing dateRead the exact words. "On or before" for posting, "to reach", and "within 14 days of this advertisement" are different tests. The University notice says applications must "reach" the Assistant Registrar by 21 November. The Housing Authority's ad says "within 14 days of this advertisement". The Foreign Service notice closes at a stated time, 9:00 PM.
Age ruleAge is usually counted on the closing date or a fixed date in the notice. Serving public officers are often exempt from the upper limit or have a higher one.The Laboratory Aide notice counts age on the closing date, 18 to 45. The Foreign Service notice counts on 6 October 2026 and gives birth-date limits, with 40 for public officers.
Qualification dateThe date by which you must already hold every qualification. Gaining one later does not help. The Foreign Service notice kept 6 October 2026 as the qualification date even after the closing date was extended.
Required and preferred"Must" is a condition. "Preference will be given" is not.The University of Sri Jayewardenepura notice requires a specific Bachelor's degree and only prefers a doctoral or postgraduate one.
Certified copies and originalsYou often send certified copies and bring the originals to the test or interview. The Laboratory Aide notice asks for original certificates at the interview, including two recent character certificates.
Through the Head of InstitutionIf you work in a government body, your application must be forwarded by your Head, who often signs a certificate or release letter. The Labour Tribunal Assistant Secretary notice is open only to serving Management Service Officers Grade I, through their Head. The University of Sri Jayewardenepura asks for a consent-to-release letter.
Satisfactory service recordA condition for serving officers that is often defined in detail. The Foreign Service notice defines it as all increments earned in the last five years and no punishment other than a warning.
Probation and Efficiency BarNew recruits serve a probation period and must pass an Efficiency Bar exam to progress. The Foreign Service notice gives a three-year probation and requires the first Efficiency Bar exam to be passed within three years.
Right to fill or not fillThe employer can fill all, some or none of the posts. The Foreign Service and Laboratory Aide notices both say so.
Sinhala text prevailsIf the Sinhala, Tamil and English versions differ, the Sinhala version governs.Stated in the Gazette notices reviewed in 2026.

Closing Dates: Posted, Received, or Time-Limited

  • "Sent on or before": The Laboratory Aide notice says applications are sent by registered post on or before 13 November, and that complaints about loss or delay will not be considered.
  • "To reach": The University notice says applications must reach its Assistant Registrar by 21 November. A posting date does not count.
  • "Within 14 days of this advertisement": The Housing Authority's ad does not give a date. You count from the date the advertisement appeared, and the same ad may appear in different papers on different days.
  • Online with a time: The Foreign Service notice opened applications at 9:00 AM on 19 October and closed them at 9:00 PM on 30 October.

When the wording is not a clear date, ask the issuing office for the exact day, and post well before it.

Working Out Your Age

Find the date the age is counted on, then check your birth date against the limits. The Foreign Service notice makes this easy by giving both. Applicants had to be at least 22 and under 35 on 6 October 2026, which meant born on or before 6 October 2004 and on or after 6 October 1991. Serving public officers had to be under 40, meaning born on or after 6 October 1986.

Note who is exempt. The Housing Authority's ad says its age limits do not apply to people already serving in a government department, state corporation, board or statutory body. The Laboratory Aide notice has no age limit for limited-basis applicants.

Reading a Salary Scale

A scale shows the starting salary, a series of increments and the top salary. Take the Laboratory Aide scale: Rs. 41,800 – 10×490 – 10×540 – 10×590 – 12×630 – Rs. 65,560.

  • It starts at Rs. 41,800.
  • Ten steps of Rs. 490 take it to Rs. 46,700, ten of Rs. 540 to Rs. 52,100, ten of Rs. 590 to Rs. 58,000 and twelve of Rs. 630 to Rs. 65,560, the top of the scale.
  • The code in the notice (such as PL 2-2025 here) names the scale in the circular that sets it. Notices also give a circular number and date, for example Public Administration Circular No. 10/2025 of 25 March 2025.
  • University notices give an approximate gross figure and mention allowances, such as a 21% research allowance for academic staff. The basic scale is only part of the pay.

Do the sums. In several 2026 notices the printed steps did not add up to the printed top figure, which is probably a typing error. If it matters to your decision, ask the issuing office.

Documents: What the Notices Ask For

  • Certified copies of birth certificate, educational and professional certificates and experience certificates go with the application. See our documents checklist.
  • Recent certificates: The Laboratory Aide notice asks for a Grama Niladhari certificate and a second character certificate obtained within six months.
  • Signature attestation: Forms often need a signature attested by a person the notice lists, such as a government officer or the Grama Niladhari.
  • Experience proof: The Labour Tribunal notice says experience claims must be confirmed by documents issued by the institutions concerned.
  • Payment proof: The University notice requires the original receipt for the Rs. 200 fee with each application, and a separate application and fee for each post.

How You Will Be Selected

  • Written test then interview: The Foreign Service notice calls the best candidates to an interview, no more than five times the number of vacancies, and fixes a minimum aggregate that will not be lowered.
  • Career test, with or without an interview: The Laboratory Aide notice uses a career test for both bases, and an interview as well for open applicants, who are called in at twice the number of vacancies.
  • Structured interview only: The Labour Tribunal notice recruits from a 100-mark structured interview with marks for qualifications, seniority and experience.
  • A published marking scheme tells you exactly where to collect marks. Read it before you prepare your documents.

Why Applications Get Rejected

Almost every 2026 notice we reviewed says applications that fail these tests are rejected without informing the applicant:

  • Incomplete, illegible or not in the prescribed form
  • Missing required documents or proof of payment
  • Received after the closing date (or time)
  • Not forwarded through the proper channel by a serving employee
  • Applicant does not meet the qualifications on the qualification date
  • False or concealed information, which can cancel candidature or end an appointment

Applicant Guide

From the notices reviewed

  • Every notice defines who may apply, by what date and how. The wording differs between notices, even for similar posts.
  • Serving government employees usually have extra steps, such as a Head of Institution's certificate or consent letter.
  • Some notices put the risk of postal delay on the applicant.

Editor's guidance (general advice, not part of the notice)

The points below are general guidance by GovInfo.lk, not part of the official notice.

  • Read the whole notice twice, once for the headline details and once for conditions, especially the notes at the end.
  • Copy the checklist into your own notes: basis, closing wording, age date, qualification date, documents, route. Tick each one as you complete it.
  • Start the slow items first. A Head of Institution's certificate, character certificates, experience letters and bank payment receipts take longer than writing the form.
  • Post a week early when the notice says the application must reach the office, and keep the registered post receipt.
  • Always use the official copy. Find the notice in the Gazette or on the employer's own website, not in a forwarded message. Be wary of anyone who asks for money to "guarantee" a job. Real notices name an exact fee and an account.
  • Keep a full copy of what you send.
  • If the notice is unclear, ask the issuing office before you apply, and keep a note of whom you spoke to.
Always verify: the examples here come from specific 2026 notices and describe how those notices were worded. Every notice has its own rules, so follow the one you are applying under.

Frequently Asked Questions

What is the difference between open basis and limited basis?
Open basis posts accept applicants from outside. Limited basis posts are reserved for serving staff of the organisation, usually with a minimum period of service. In the Laboratory Aide notice, limited applicants need five years in a primary grade unskilled post, must be confirmed in it, and have no age limit.
Does "to reach by" mean the date I post the application?
No. It means the application must arrive at the office by that date, so post it earlier. Check each notice's wording, because some say only "sent on or before" the closing date.
On what date is my age counted?
The notice says. It is usually the closing date or a fixed date such as the qualification date, and it often gives the matching birth-date limits.
How do I read a salary scale like Rs. 41,800 – 10×490 – 65,560?
The first figure is the starting salary, each "number × amount" is that many increments of that amount, and the last figure is the top of the scale. Add them up to check the notice's top figure.
Why do notices say applications may be rejected without notice?
Because the employer does not contact applicants about errors. Incomplete forms, missing documents, late arrival or the wrong channel are enough, so check everything before you submit.
Where should I find the official notice?
In the Government Gazette (Part I, Section IIA for most vacancies), in the issuing institution's own notice or website, or in the newspaper advertisement. Treat summaries and forwarded images as pointers and check the original.
